Do you think a non-profit organization is using their publicly donated monetary funds improperly if?

they're only buying organic food? We all know organic is more expensive than non-organic. So instead of getting, let's say 50 lbs of food, they're only able to buy 25 lbs. Beggars can't be choosers comes to mind... So does wasting money...
