I see lot of female beggars in Beijing and Shanghai. Should they move to Hainan to become betelnut girls?

There are so many beggars in Beijing and Shanghai. It must be the big difference poor and rich in Communist China. The Chinese Communist Party government only want the very rich but not care for the very poor. There are so many poor beggars in China because the Chinese Communist Party is not guarantee welfare for the poor.
